Orange County has been using SurveyMonkey for the last several years. We
don't publish a link to the ballot, but rather let SurveyMonkey send an
individual link to each member.

Each year in early March, we download the latest chapter roster from MySTC
(registered chapter officers have access to this). The roster includes
email addresses for the current members, and we send ballots only to those
members with individualized links.

Couple of tips:
Don't use the same SurveyMonkey account that you use for chapter surveys.
If a member becomes annoyed by the surveys, they may unsubscribe not
realizing that they won't get a ballot. So, use a dedicated SurveyMonkey
account for elections.

The board should appoint a couple of tellers to manage the election. The
tellers should not be part of the current board or running for office.
