OK, here is what I told Nancy based on an email from Ben, with some edits.

Philadelphia Metro has never paid anyone to do the books. The treasurer is
usually a role people fall into for a few years. I did it for 5.

Qualified people for the job include:
1. Someone who can balance a check book.

Our chapter bought Quicken and all chapter records are stored in Quicken.
If you set up the budget categories to match the ones on STC's budget form,
the chapter treasurer can create the budget in about 30 minutes, and it is
only that long because you have to enter in stuff from previous budget
forms. Same with the year-end financial report. If you track everything in
Quicken as you go, it is just a matter of generating the appropriate report
and then typing the info into the STC Excel sheet.

So I amend my qualification requirements:
1. Someone who can balance a check book using Quicken.

The tax form is easy. The hardest part is getting the mailing address for
the chapter and current president correct. It takes 5 minutes. If you can
type in 2 addresses and check a box on a web form, you can do the taxes. It
is that simple. :-)

Use Eventbrite and PayPal whenever you can. I rarely wrote a check. The
bank statement automatically downloaded into Quicken. People would send me
scans of receipts. I kept a file folder for each year, with folders for
taxes, receipts, budgets, and bank statements. Our chapter keeps all
electronic files in Google Drive, so all the leaders can see it. They can
install Quicken and download the files to see if the treasurer is updating
them, etc.
